Sustainable Communities Accessing Lending and Expertise Upon Performance (SCALE UP) program is an exciting new opportunity, emphasizing local energy, water, and transportation conservation; training businesses to apply concepts and practices of bench marking, evaluation, and implementation of upgrades for their business facilities coupled with financial incentives.
2018 Pilot Program
The SCALE UP (Sustainable Communities Accessing Lending and Expertise Upon Performance) Pilot was a project in collaboration with Local First Arizona and the Arizona Department of Administration, State Office of Grants and Federal Resources. The project was intended to be a proof of concept for a specific framework, outlined by the program staff, focused on energy and cost savings, public-private partnerships, and the leveraging of financial incentives. The comprehensive framework demonstrated through SCALE UP generates economic benefits for locally-owned, independent businesses through the reduction of energy, water, waste, and transportation consumption and costs, as well as access to low-interest debt capital and small incentive grants to assist in planned project implementations. Thus, the SCALE UP Pilot met and exceeded the projected outcomes of the SCALE UP Pilot program as defined by the agreement with the State of Arizona, and also tested other components for a more extensive, planned SCALE UP Program.
The SCALE UP Phase One pilot achieved between March 1 - June 30, 2018 has proven to be a successful platform for collaboration with municipalities, particularly developing the workshop content and incentive package to make it easier for businesses to become more energy efficient and achieve budgetary savings in the short-term and long-term.

While the SCALE UP Program formed partnerships with many organizations and municipalities throughout Southern Arizona, there were three main partners that organized, developed, and ran the SCALE UP Pilot Program: Local First Arizona Foundation, Tucson 2030 District, Physicians for Social Responsibility, and Community Investment Corporation.
