Rebates & Resources for Water Conservation in Your Business


Whether your business uses one hundred gallons or 1,000 gallons a day, there are plenty of ways you can play your part in conserving water in our desert state. Finding ways to reduce water use is a serious matter as Arizona’s drought continues. Water providers across the state are working hard to help business owners succeed in their efforts. 

We’ve compiled a list of Water - Use It Wisely partners that offer rebates or incentives to help offset the costs of upgrading products and removing turf, and services to help you learn more about water use in your operations. We’ve seen firsthand that implementing these changes often results in lower water bills and return on investment is often short.

Commercial Rebates Offered:

  • Smart Irrigation Controllers: Rebates of $200 are available to Homeowner Association (HOA), commercial and schools that install Smart Irrigation Controllers

  • Landscape conversions: Rebates starting at $200 per 1,000 square feet of turf converted to low-water use landscape, up to a maximum of $3,000

Rebate details: Funds are available on a first come first served basis. If a customer has received preliminary approval a rebate project, they have a year to complete the project.

Water Use Education Services: Water check-ups/assessments are free to all customers, residential and commercial.   Any business can participate and especially if they have seen their water increase.

Commercial Rebates Offered: There are no commercial rebates offered at this time.

Water Use Education Services: Tips for lower bills and leak detection can be found on the City’s website. Business seeing spikes in water bills should contact the City for assistance.

Commercial Rebates Offered:

  • Turf Removal (Landscape Conversion) - $200 - $3,000

  • Weather Based 'Smart' Irrigation Controller - up to $250 (rebate available for up to five controllers)

Rebate details: The rebates expire once dedicated funding runs out. The City's fiscal year budget covers a period between July and June of the following year. As such, funds could run low toward the end of each the fiscal year. Businesses are required to contact the City before beginning their project.

Water Use Education Services: Commercial audits are available for businesses that have either seen increased to their water usage or believe that they are using significantly more water than they should. Irrigation consultations (water budgets) are offered for customers with dedicated irrigation meters in order to help them determine if they are using more water on their landscape than needed. They City can also help determine how to reduce outdoor water use.

Commercial Rebates Offered:

  • High Efficiency Sink Aerator (Bathroom: 0.5gpm; Kitchen: 2.2gpm) : Free

  • High Efficiency Showerhead (1.5gpm): Free

  • Pre-Rinse Spray Valve (1.28gpm): Free

  • Commercial Toilet (1.28 gal/flush or lower): $86 or 50% of the project cost

  • Hotel Toilet (1.28 gal/flush or lower): $158 or 50% of the project cost

  • Commercial Urinal (0.125 gal/flush or lower): $157 or 50% of the project cost

  • Customized projects: $0.05/gallon saved or 50% of the project cost

Rebate details: All rebates are first-come, first-served.

Water Use Education Services: The Flagstaff Water Conservation Program has several opportunities for businesses to save water and money. You can get a free Water Check Up , especially if you have an unusually high water bill. During the check up, staff will survey all water fixtures to identify any leaks and find cost-effective ways to save water. The Water Conservation staff will help you walk through the Commercial Rebate Program. If you’re ready to get a Water Wise Business Certification – they’ll help you meet the four simple criteria and promote your business on their website, social media, and with a video!

Commercial Rebates Offered:
Landscape conversion (up to $3,000) for commercial use with following criteria:

  • The organization applying for the rebate must participate in the Water Budgeting Program.

  • At least 1,000 square feet of turf must be removed. Applicant must provide proof of existing turf through an on-site inspection prior to construction.

  • Removed grass area will be landscaped (bare, unplanted soil and artificial grass is unacceptable).

  • An application must be submitted along with three estimates of the work to be completed.

Rebate details: The number of rebates awarded each year will depend upon availability of funds. Rebates would be awarded in the order that the applications are received (from the date that the complete application is received) on a first come, first served basis. The installation of artificial grass will not qualify for a landscape rebate.

Water Use Education Services: Glendale offers free indoor and outdoor water efficiency assessments for all businesses. Businesses that participate will be promoted on the Glendale Water Efficiency Partner website.

Commercial Rebates Offered:

  • Non-Residential/Commercial Irrigation Equipment Incentive 

    • Installation of a WaterSense® Smart Controller may qualify for an incentive up to 50% of the actual cost of the controller up to $400 each

    • WaterSense® smart controller installation by registered contractor may qualify for an incentive up to 50% of the actual cost of the controller up to $150 each

    • Installation of high efficiency nozzles may qualify for an incentive up to $2 per nozzle; minimum of 20 nozzles

    • A pressure regulating body (such as sprayheads or pressure regulating stems) may qualify for an incentive of 50% of cost with up to $4 for each; minimum of 20

    • Installation of a Valve Pressure Regulator (Pressure Regulator) may qualify for an incentive of 50% of original cost up to $100

    • Installation of a Smart Control Flow Sensor may qualify for an incentive up to 50% of the actual cost of the sensor up to $400 each

    • Installation of a Rain Sensor may qualify for an incentive up to 50% of the actual cost of the sensor up to $100 each

  • Commercial Grass-to-Xeriscape Incentive

    • Apply to remove a minimum of 10,000 square feet of living grass and replace it with a Xeriscape landscape for a potential $5,000 incentive

Rebate details: Funds are limited and are on a first-come, first-served basis.

Water Use Education Services: City of Mesa can work with a business to evaluate their water use and provide educational resources, and there is no fee.

Commercial Rebates Offered:

  • High-efficiency toilet, up to $100 (limit three per property): New toilet must use less than 1.3 gallons per flush and carry the EPA WaterSense label. The toilet it replaces must be 3.5 gallons or more per flush.

  • Smart irrigation controller, up to $250

  • Landscape conversion, up to $1,650

Water Use Education Services: Upon request, the City can visit, observe and make recommendations for water use reduction to a water customer for free.

Commercial Rebates Offered: No rebates or incentive for commercial properties. Due to the voluntary effort made by customers, Phoenix has reached goals set by the Arizona Department of Water Resources without financial incentives

Water Use Education Services: Free water efficiency check-ups are available to evaluate water-using devices at commercial sites. At the end of the evaluation the business receives a comprehensive report with breakdown as to how they can improve their water efficiency. Commercial Rebates Offered:
Water & Sewer customers

  • WaterSense showerhead, up to $25 (limit 100 per year)

  • WaterSense toilet, up to $75 (limit 100 per year)

  • WaterSense urinal, up to $200 (limit 50 per year)

  • Water softener removal, up to $250 (limit 100 per year)

Water customers only

  • WaterSense irrigation controller, up to $250 (limit 50 per year)

  • Turf removal, up to $15,000 (up to $5,000 per rebate per year, limit 3 rebates per property)

  • Water Softener Removal- rebates are credited in two $125 installments, one after the initial removal and the first inspection and one year after the initial removal and the final inspection

Rebate details: Applications deadlines are 2/28/19. Some rebates require prior approval and funds are granted on a first come first serve basis until application deadlines or until funds are depleted. Rebate changes typically occur at the start of the new fiscal year (July 1).

Water Use Education Services: Scottsdale Water offers free water audits to its commerical customers.

Commercial Rebates Offered:
Smart Irrigation Controller Rebate: Surprise water customers who install a WaterSense®-labeled irrigation controller may be eligible to receive a rebate up to $125.

Rebate details: Rebate applications will be processed until April 30, 2019 or fund depletion, whichever occurs first. Commercial properties should check with City before purchasing.

Water Use Education Services:  Water audits may be available on a case-by-case basis. A limited supply of the Alliance for Water Efficiency Commercial Kitchen Guide is available through the City.

Commercial Rebates Offered:

  • Multifamily, Commercial and Industrial Turf Removal Rebate - Receive 25 cents per square foot of turf removed up to $3,000 to remove grass and install desert landscaping. For strips of grass between the sidewalk and the street, receive $1.00 per linear foot up to $500.

  • Commercial and Multifamily High-Efficiency Toilet & Urinal Rebate - Receive a rebate of 50% of the purchase price (up to $5,000 per property) of a new high-efficiency toilet or urinal. Toilets and urinals must be EPA WaterSense labeled and meet the City of Tempe's gallons per flush requirement.

  • Multifamily/Commercial/Industrial indoor fixture rebate: There are a wide variety of rebates. A description and details of the devices this rebate includes can be found below. Total rebate amounts are not to exceed $5,000 per property, per fiscal year.

    • Air-cooled ice machine: 50% of the purchase price of the ice maker, up to $1,500 per unit. Ice storage bins do not qualify for the rebate. Applicant must replace an existing water-cooled ice machine. Field verification by City staff will be required prior to replacement. The ice machine must be installed indoors.

    • Commercial high-efficiency clothes washer: 50% of the purchase price, up to $500 per unit. The washer must have an integrated water factor of 4.2 or below. For a list of approved washers, please visit

    • Connectionless steamer: 50% of the purchase price, up to $750 per unit. Applicant must replace an existing boiler-based steamer. Field verification by City staff will be required prior to replacement.

    • Faucet aerator with 0.5gpm max: 100% of the purchase price, up to $5 per device. A minimum of five faucet aerator devices must be replaced to qualify for the rebate. If installing in a public area, a vandal-proof aerator is highly recommended.

    • Laminar flow non-aerator attachment with 1.5gpm max: 100% of the purchase price, up to $5 per device. A minimum of five laminar flow non-aerator attachment devices must be replaced to qualify for the rebate.

    • Pre-rinse spray valve with 1.15gpm max: 50% of the purchase price, up to $50 per device.

    • Showerhead with 1.8gpm max: 50% of the purchase price, up to $25 per device.

  • School Turf Efficiency Rebate (Pilot Program) - Receive a rebate of up to $3,000 for irrigation products installed at a public, private or charter school.

  • Industrial Grant: Businesses who partner with Tempe to reduce water use by at least 15% may qualify for financial incentives for the cost of installing and upgrading water uses related to industrial/commercial processes, landscaping, and/or cooling systems.

  • School Gardening Grant: Tempe helps schools create gardens with educational components.

Rebate details: Funds are limited so rebates are fulfilled on a first come, first served basis. Each rebate will be reviewed annually prior to the beginning of our fiscal year (July 1-June 30) and funding may be adjusted. Contact the City prior to purchasing equipment to verify that funding is still available.
